The concept for the First Responders Campus is to bring together the Barrie Police Service, Barrie Fire and Emergency Service, and Simcoe County Paramedic Service under a partnership arrangement where each party will benefit. By sharing training and staff amenities each partner will have access to additional and improved facilities than would be feasible or affordable in separate buildings.
The Emergency Responders Campus’ prime objective is a fully integrated and multifaceted campus incorporating the following three major components:
- Barrie Police Headquarters – to replace the existing outgrown Barrie Police building.
- Barrie Fire and Emergency Service Training Facility – multidisciplinary fire and emergency service training facility.
- County of Simcoe Paramedic Service – paramedic operational hub with ambulance storage, mobile command unit, support areas, and staff/administrative spaces.
All facilities are planned to meet 25-year space projections. The campus layout and ultimate building design will allow for future growth and expansion.
It was important to the client to maximize the program that could be delivered for the available budget. With this in mind, Chandos, Gillam and Lett led the team through two rounds of validation from December 2016 to July 2017. The final program was the result of this intense and iterative process. In the end, the team was able to reduce the overall project budget by $20,000,000 through the use of target value design.
Construction has commenced on the 22-acre site with a target completion date of January 2020.
